The United States 108th Congress introduced S. 296 in the Senate on February 4, 2003, and the House of Representatives introduced H. R. 2540 on June 19, 2003. This bill, entitled The "Fairness to all Vietnam Veterans Act," was proposed so that members of the Frank E. Evans Association as well as many of the family members of the 74 soldiers could see their love ones properly recognized. It is written, "To require the Secretary of Defense to report to Congress regarding the requirements applicable to the inscription of veterans' names on the memorial wall of the Vietnam Veterans Memorial."
